This seal is replaced when the valve leaks around the handle.

Replacement procedure: Use a screwdriver and a hammer. Set the valve handle to the middle position, knock out the pin, and unscrew the six screws on the top of the valve.
Then remove the old seals, insert the new ones, and reinstall the pin.
